Regulation and execution moved closer together this week. Washington advanced supply-chain rules shaping which drone platforms can enter and expand in the U.S. market, while the UK and Qatar laid out broader structures for routine BVLOS and nationally managed operations. On the industrial side, Elroy Air assigned U.S. production of its autonomous cargo aircraft to Kratos, and Merlin paired a conventional-aircraft autonomy demonstration with a new Part 25 cargo-certification partnership. The common thread: scale now depends as much on approval, supply chains, and production as flight technology.

1. FCC actions redraw the U.S. drone supply-chain map

On July 21, the FCC extended until January 1, 2028, two exceptions that keep certain Blue UAS-listed systems and qualifying Buy America-compliant domestic products eligible for equipment authorization. It also removed the sunset date for conditional approvals, subject to updated vetting and manufacturer onshoring plans. Separately, the agency opened a proceeding on whether to prohibit future import, marketing, or sale for nonfederal use of covered foreign-produced categories including drone docks, thermal-imaging and LiDAR drones, aerosol-dispensing aircraft, and UAS weighing 55 pounds or more. The proposal does not ban operation of systems already purchased and is not yet final. For operators, integrators, and manufacturers, the near-term effect is planning uncertainty: procurement choices made before the rule is settled could shape fleet support, product availability, and replacement costs for years.

2. UK pairs a routine-BVLOS roadmap with six airspace trials

The UK Civil Aviation Authority published a delivery model intended to demonstrate beyond-visual-line-of-sight activity by the end of 2026 and establish routine BVLOS operations in 2027. The plan ties aircraft safety features and remote-pilot training to procedures for sharing airspace with other users. In parallel, six new sandbox projects will test temporary reserved areas, a managed airspace concept designed to be more flexible than temporary danger areas that close airspace to other traffic. The trials span medical logistics, infrastructure inspection, maritime monitoring, rail operations, and regional delivery. They are trials, not blanket operating approvals, and participating projects will still need the applicable authorizations. The commercial significance lies in the joined-up approach: the regulator is testing both the operational use cases and the airspace mechanism needed to move BVLOS from exemptions toward repeatable service.

3. Qatar establishes a national legal framework for drone operations

Qatar enacted Law No. 10 of 2026 to organize uncrewed-aircraft activity under a national framework administered by the Qatar Civil Aviation Authority. The law gives QCAA responsibility for defining aircraft categories, issuing and renewing licenses and operating permits, designating operating areas and maximum altitudes, setting airspace and route requirements, establishing import and export rules, and overseeing compliance. QCAA said the implementing technical rules and instructions will be published in Arabic and English. That makes the law a foundation rather than a complete operating manual: the practical impact on commercial, research, and recreational users will depend on the requirements that follow. For regional operators and manufacturers, a single statutory framework could improve predictability, but market access will turn on permit processes, equipment standards, and any conditions attached to particular missions.

4. Kratos takes on U.S. production of Elroy Air's cargo VTOL

Kratos will manufacture Elroy Air's Chaparral autonomous cargo aircraft at an expanded Sacramento facility and serve as the exclusive U.S. manufacturer for domestic customer orders. The companies plan to complete the first production aircraft in late 2026. Elroy describes Chaparral as a hybrid-electric, vertical-takeoff-and-landing aircraft able to carry more than 500 pounds over routes of up to 450 miles without conventional airport infrastructure. Those figures remain company specifications, and the announcement does not resolve certification, operating approval, or customer-delivery timing. Still, moving production to an established aerospace manufacturer is a meaningful execution step for a larger uncrewed aircraft aimed at middle-mile logistics and government missions. It shifts the program's next test from whether the aircraft can fly to whether the partners can industrialize it reliably and support real operations.

5. Merlin and IAI target autonomy for Part 25 cargo aircraft

Merlin and Israel Aerospace Industries signed a memorandum of understanding to explore AI-enabled autonomy for Part 25 freight aircraft. The phased work is expected to cover platform selection, joint engineering, market analysis, and regulatory preparation, with the stated goal of reaching a definitive commercial agreement and civil certification. The MOU is preliminary; it is not a certified product program or operating approval. Its relevance comes from the combination of Merlin's flight-automation work with IAI's aircraft engineering, certification, maintenance, and passenger-to-freighter conversion capabilities. Merlin also announced this week that a Cessna 208B Grand Caravan using its system completed an autonomous landing at EAA AirVenture on July 17. That demonstration is separate from the Part 25 effort, but together the announcements show a strategy extending from smaller conventional aircraft toward larger commercial cargo fleets.
